After serving seven months for a previous probation violation for failing several drug tests, the rapper was supposed to be released from behind bars tomorrow. But because he’s broken seven prison rules since January, including possessing drugs, his stay has been extended.

5TH ANNUAL 2011 DMV MUSIC AWARDS

1. Nominees will be determined by an online voting system (40%) of the overall vote, a text-to-vote process (30%), and a DMV industry “power ballot” (30%). The top 7 nominees from each category’s will then are sent to a panel of 15 independent judges.
   1. Online Nomination Ballot: Go to www.2011dmvawards.com to nominate. Each vote will be collected into a database, configured to only allow one vote per email address. The system records the IP address of each user to prevent multiple voting from a single email address.

   3. DMV industry “power ballot”: These individuals are drawn from various media outlets and industry professionals, with an intimate knowledge of the local music landscape

We are confident that this system of voting should be the most compressive to date. The nomination deadline for the 2011 DMV MUSIC AWARDS is February 14, 2011.

1. The winners are chosen by a panel of fifteen judges, consisting of reputable and experienced DMV Industry power players, representing different segments of the industry.
   1. CRITERIA FOR SELECTION: The selection committee will analyze each artist in each category and choose a winner based upon performance, products, and accomplishments achieved in the calendar year 2010. Winners will be based on concrete statistics, not industry politics.
   2. The panel will review the top seven (7) nominees in each category as determined by the nomination process.
   3. All nominees will receive full consideration to ensure that the most deserving nominee is chosen.
   4. The winner of each category will be determined by who received the most votes from the final judging panel.
   5. Members of the panel are required and expected to make unbiased and fair decisions. The acceptance of gifts is strictly prohibited. Panel members are urged to vote in a manner that preserves the integrity of the DMV MUSIC AWARDS.

While we want to make sure the voting process is fair, we will always want this to be an awards event where the people and fans are able to contribute and participate in the voting process. To ensure transparency, a list of the nominating panel representatives can be found here:

(CNN) — Residents of the nation’s capital can now get a driver’s license and free HIV testing — at the same time.

A Department of Motor Vehicles branch in southeast Washington is offering testing for the disease under a pilot program aimed at educating residents and reducing stigma.

“We realize that this is a nontraditional setting, but this program is about normalizing HIV and extending testing opportunities,” said Angela Fulwood Wood, chief operations officer for nonprofit Family and Medical Counseling Service. “We chose the DMV because it offers a good cross-section of people.”

The test will be confidential, just like other HIV tests offered elsewhere, Wood said. It will be conducted by professionals and will not be part of DMV records.

“The DMV only provides space for the program,” she said. “It has nothing to do with the testing, it has nothing to do with the results.”

The nonprofit chose this particular branch — the Penn Branch — because infection rates have gone up in the area, Wood said.

Penn Branch also has the most visitors and can accommodate confidential space to take the HIV test, local officials said.

Results of the free oral test are available in 20 minutes. Test takers will get $15 to go toward DMV costs, but Wood emphasizes that knowing one’s status is the primary incentive.

Actually, long before then, Washington’s Channel 9 was known as WDVM-TV, which stood for “the District, Maryland and Virginia.” But WDVM died long before the current vogue for “the DMV” (the call letters live on at a small AM radio station in Walkersville, Md.).

The real source of the name in its current incarnation, several sources insist, is the local music community.

According to Sidney Thomas, the author of “Diamonds in the Raw,” a 2009 history of the local rap scene, there are three competing theories. Thomas says a local rapper named 20 Bello claims he started it with a Web site that incorporated the initials (www.dmvundaground.com, now defunct). Second, a local hip-hop promoter named Dre All Day in the Paint claims that he made it popular in 1995, and that DJs at local radio stations picked it up from him, Thomas says. The last theory is that a rap group called the Target Squad started it, and produced a “DMV Mixtape” before the term became known outside the inner-city hip-hop community.
